The effectiveness of performance-based fiscal transfers is a topic of considerable interest. This seminar will measure the extent to which fiscal transfers from Indonesia’s Regional Incentive Fund (RIF) affect the education spending of recipient districts. Using a difference in differences approach for 2009–2012, a positive but small impact is found. The speaker will discuss the implications of the results for better aligning Indonesia’s system of fiscal transfers to achieving district-level outcomes.
