The Chinese Government has been engaged in the promotion of large scale land use change in western provinces to address environmental degradation. An economic assessment of this programme demonstrates it’s net social benefit but also points to two key directions for policy innovation. The first is the significance of well defined and secure property rights in providing incentives for environmental protection. The second is the potential for market based instruments to increase the efficiency of delivering land use change policy goals.
