In the two Joko Widodo administrations since 2014 the government has looked to state-owned enterprises (SOEs) to play a more active and important role in national development. In the current administration, SOE transformation is aimed, in particular, to stimulate industrialization. Successive administrations since the early 2000s have in fact hoped for active contributions from SOEs in technology and R&D, but not all have been particularly innovative. Indeed, few of Indonesia’s SOEs have innovation as part of their DNA, so it is necessary to create and strengthen such capabilities. In general, the SOEs have been regarded as typically risk-averse public organizations, so a policy for promoting innovation within them through SOE Centres of Excellence was initiated in 2021. According to this policy SOEs in each industry cluster are required to boost the number of skilled innovators as well as to strengthen their innovation systems by establishing research and innovation institutes. Penta helix collaboration between academia, government, community, business and the media is emphasised as the main strategy to achieve the conditions that make innovation in SOEs possible.
