Sources of state revenues are fundamental in understanding patterns of policy-making and state-society relations. Scholars have long argued that state revenues are one of the best starting points for an investigation of society and its political life. In recent years, the study of state revenues has gained traction in development and state-building literature, drawing attention to the instrumental role of the state’s fiscal composition in the construction of state institutions and policies in developing countries. This seminar explores the fiscal composition of the Palestinian Authority (PA) in a historical context. It does so by reviewing the composition of state revenues in the West Bank and Gaza Strip since 1967. It disaggregates public revenues to domestic and external revenues, and examines the economic and fiscal effects of external revenues on the Palestinian economy and the Palestinian Authority.
