This paper uses two stated preference surveys to identify barriers to investment in rooftop solar by property investors and preferences for government policies that could support such investment. While current policies focus on reducing upfront costs, our BWS survey finds that property investors view renters being unwilling to pay higher rents for properties with solar PV as more important than being unable to afford installation. Our DCE shows that policies that improve financial benefits for property investors are not unanimously preferred. The study concludes by stressing the importance of policies that reduce information asymmetries regarding how rental markets value rooftop solar.
