Recent multi-country econometric studies of the growth-poverty nexus have failed to detect the direct impact of openness on poverty. Motivated by the concern that the results of these studies would have been susceptible to the limitations of the openness indicators used in the empirical analysis, I construct a new index of openness, which I dub ‘the Williamson Convergence Index’. I find the direct effect of openness on poverty reduction using a multi-country panel data set covering 123 countries over three decades. The results also suggest the impact of growth on poverty is greater for countries with more open trade regimes.
